BIANRIFI TARMIDI, Minister of Posts, Telecommunications and Digital Economy was born on March 15, 1958 in Nioumachoua, Mohéli – Comoros.

He holds an engineering degree in Civil Engineering, hydraulic option from the Hassanya School of Engineering Sciences, Casablanca. Senior executive at the Ministry of Territorial Planning. He is married and father of 4 children.

STRUCTURE OF THE MINISTER'S CABINET

The Minister's office is made up of:

  • Private Secretary to the Minister
  • Private driver of the Minister


At the head of the ministerial department is the Minister. He has regulatory power. He has a political
function and a technical function. He is the hierarchical superior of the civil servants of the Ministry. To assist him, the Minister has a ministerial cabinet that he chooses freely. It includes a Director of Cabinet, Technical Advisors and Project Managers. From the directorates that constitute the basic structure, a distinction is made between the functional directorates which are in charge of a particular mission (General Directorate of Information) and the directorates in charge of the management of the ministry (personnel directorate). The central administrations act by preparing laws and regulations, circulars and instructions. The drafting of a text is triggered by an order from the Minister which indicates the objectives to be achieved.
