THE INSTITUTIONS

ANRTIC

ANRTIC is the state institution created by Decree No. 065/PR of May 23, 2009. It is responsible for ensuring the implementation of the ICT sector policy and the law governing the sector throughout of the national territory. As such, it must promote the creation of a healthy, fair and non-discriminatory competitive environment between operators, manage limited frequency resources, defend the interests of the State and of consumers through a control of tariffs oriented towards costs and quality of service. The ANRTIC must also work for a universal access and service policy and represent the State in international organizations in the sector.

The ANRTIC is vested with powers of injunction, sanction and repression against any operator or service provider who acts outside the law.

ANRTIC is a public establishment with special status endowed with legal personality and financial autonomy. Its role is to:

  • Enforce and respect the ICT law
  • Guarantee healthy and fair competition between operators
  • Strengthen regulation in the sector
  • Regulate the ICT sector, foster cooperation between actors and manage disputes
  • Defend users-consumers
  • Develop the sector to create wealth, employment and fight against poverty and inequality
  • Develop research, training and technological innovations

ANADEN

The National Agency for Digital Development (ANADEN) has as its main mission to ensure the management of this digital revolution based on the national digital strategy developed by a Comorian advisory committee in December 2018.

Digital technology is essential today to transform our society and our national economy. ANADEN thus has the heavy responsibility of materializing the vision of the Head of State His Excellency Mr. Azali Assoumani to make: Comoros “an information society by 2028”. This vision leads to two main objectives.

The first is to generate productivity gains and the second is to achieve social transformations. To achieve its objectives, the agency relies on the strength of three value systems: conviction, benevolence and trust.

ANADEN's main missions are:

  • Implement the "Digital Comoros 2028" strategy
  • Drive digital transformation across all sectors
  • Mobilize resources and establish strategic partnerships
  • Represent the country at national, regional and international events
  • Ensure the management of state IT

COMOROS CABLES

National Society Comoros Cables was created on July 27, 2013 by presidential decree N°13-086/PR. It has been operational since February 2017.

Comoros Cables is an Anonymous company. Its share capital is 300,000,000 KMF

The general direction

Mr. Ali Karani Ahamada has been appointed Managing Director of Comoros Cables since 2016.

Missions of the company:

The missions of Comoros Cables are as follows:

- Finance, hold, implement and operate the participation of the Union of the Comoros in any consortium of international submarine cable that would come to connect the Union of the Comoros;
- Finance, own, implement and operate the submarine cables linking the autonomous islands of the Union of the Comoros;

- Finance, own, build, operate and maintain the landing stations of the submarine cable systems as well as all the necessary premises and equipment required for their operation;

  1. Services provided by Comoros Cables:

- Provide broadband capacity to telecommunications operators

- Rental/Colocation of space dedicated to the installation of ICT equipment (underwater equipment,

servers, Telecom equipment, etc.)

- Provide operation and maintenance services for hosted equipment

Cable Fly Lion 3:

- Itinerary: Link between Grande Comore and Mayotte by a cable of 2 pairs of optical fibers

- Maximum capacity allocated for Comoros Cables: 1100 Gbits

- Total cable length: 400 km

- 2 landing points: Moroni (Grand Comore) and Kaweni (Mayotte)

- Maximum system capacity: 2 Tbit/s per fiber pair

COMOROS TELECOM

The National Telecommunications Company called "Comoros Telecom" was born from the split of the National Company of Telecommunications Posts (SNPT).

It was created on April 1, 2004 and governed by the laws and regulations in force for public companies of an industrial and commercial nature. It becomes a public limited company with Board of Directors and General Management with a capital of 600,000,000 KMF whose head office is in Moroni.

Comoros Telecom is a National Industrial and Commercial Company of which the Comorian State remains the sole 100% shareholder. Its purpose is the operation and supply of telecommunications activities to the public throughout the territory. It markets its products with individuals, professionals and businesses for fixed telephony, mobile telephony and internet services, etc.

Comoros Telecom invested heavily in the submarine cable in March 2010 for broadband access. The National Comoros Cable Company was created from the transfer of this submarine cable, 100% financed by Comoros Telecom.

Comoros Telecom plans to improve the quality of services by relying on its Backbone network which covers all of our three Islands up to Mayotte (AVASSA cable) and, by starting the FMC project (fixed mobile convergence).

The National Company of Posts and Financial Services (SNPT) is the public operator responsible for the postal service in the Comoros.

Ordinance No. 04/002/PR of February 2004 split the activities of the National Company of Posts and Financial Services (SNPT) and created two different national companies: the National Company of Posts and Financial Services (SNPT)and Comoros Telecom .

The National Company of Posts and Financial Services (SNPSF) has the following activities:

Universal postal service

Public postal service throughout the territory

Postal current account service

Credit from available funds

Opening and closing of savings accounts, as well as the management of funds deposited by savers. The head office of the National Society of Posts and Financial Services (SNPSF) is located in Moroni. It is a commercial establishment with legal and legal personality and financial management autonomy. It is placed under the supervision of the Ministry in charge of posts and telecommunications of the Comoros. The National Company of Posts and Financial Services (SNPSF) is managed by a board of directors. The board of directors is patronized by a president appointed by presidential decree of the Union.

The management of the company is ensured by a Managing Director appointed by presidential decree on the proposal of the supervising Minister. He is the guarantor of the policy of the State and of the board of

directors.

The capital of the company is two hundred million Comorian francs
